The city has a truck that already takes most of what people call junk. We are a different truck. The notes below say which one is actually needed.
Concord, North Carolina is a city in Cabarrus County with its own Solid Waste department. That is the whole reason this page exists: Charlotte's bulky-item rules do not apply here, and neither do the programs in Pineville or Mint Hill. Copying any of those pages with the city name swapped would be a lie. The three notes below are quoted from three different City of Concord Solid Waste pages: bulky waste, yard waste, and garbage.
704 Junk is full-service junk removal: furniture, appliances, mattresses, garage and estate cleanouts, construction debris, and the rest of the pile. We come inside and do the lifting. Pricing lives on the published rate card and in the 2026 cost guide — this page does not reprint those figures, because the local fact here is the city's program, not our menu.

If the item is ordinary bulky the city collects, on the bi-weekly day, under the city's 10-cubic-yard curbside ceiling, that pickup is the city's. A Concord resident does not need us for that job. If the pile sits outside those city rules, or it has to come out of the house instead of being dismantled and staged at the curb, that is ours.
Three city facts from three pages: the bulky truck takes a lot, free, then it stops; yard waste is weekly with a measured fee threshold; the garbage cart is the boundary.
The city truck already takes ordinary bulky — furniture, appliances, scrap metal and construction debris — free, up to a measured ceiling; tires and carpet only twice a year. Concord's Solid Waste department defines the stream: “Bulky waste refers to items too large to fit into roll-out carts, including furniture, appliances, scrap metal, tires, carpet & padding, and construction or demolition debris.” Most Concord residents do not need us for it.
It is not on-demand. The city writes: “Bulky Waste is a bi-weekly service.” If it can wait for the next bulky day, it is the city's.
The free ceiling is 10 cubic yards of regular bulky total, or 6 plus 4 cubic yards of construction debris. Concord's Solid Waste department puts it this way: “A combination of bulky waste and 4 cubic yards construction debris not exceeding 10 cubic yards may be placed curbside for collection without cost”
One class is out at any weight. The city writes: “Any item totally or partially encased in concrete will not be collected regardless of weight.”
Two of those items are capped by frequency. Concord's Solid Waste department puts it this way: “Carpet and padding can be collected 2 times per calendar year from single family residential properties.” Tires sit under their own heading with the same two qualifiers. Carpet adds a 65-pound-per-roll weight limit and a length rule. The city writes: “Carpet and padding must be rolled and tied into rolls 6 feet or less in length.”
The resident dismantles and stages at the curb. The city writes: “Dismantle items such as swing sets, pool tables, basketball goals, and any items that are too heavy to be carried by two people before placing curbside.” Ours is the band outside: over the ceiling, off cadence, a third carpet or tire load, concrete, carry-out.

Concord's Solid Waste department writes: “Yard Waste is a weekly service collected on your regularly scheduled collection day.” Ordinary grass, leaves, and limbs that meet the city's set-out rules ride the city truck. That pickup is the city's.
Limb piles have a published threshold. Concord's Solid Waste department puts it this way: “Beginning in October 2024, tree limb piles over 6 cubic yards (or 3 bites of the knuckleboom truck) will incur a user fee before collection.” The city states the threshold and the consequence. This page does not print that fee as a figure.
How the smaller yard waste has to sit, in the city's words: “Grass clippings, tree and shrubbery trimmings, and leaves must be placed in brown paper lawn bags or a container clearly marked "yard waste only", weighing less than 35 pounds.”
Mixing is out. The city writes: “Do not mix dirt, rocks, animal waste or trash with yard waste.” Placement is a separate rule. Concord's Solid Waste department puts it this way: “Do not block sidewalks or traffic lanes, or place yard waste below low-hanging power or phone lines.” A pile that meets those rules is a city pickup. Ordinary weekly yard waste does not need a private hauler. A pile the resident will not bag, stage, or keep under the limb threshold is a different job, and a private hauler is one option for that job.

Checked September 2026.The cart is the boundary, but the city has two ways past it — a rented second cart for ongoing overflow, a courtesy call for a one-off bag. The unannounced bag is the code-enforcement matter. Concord's Solid Waste department writes: “Residents are provided one green roll-out garbage cart per household.” One cart is the city's ordinary garbage service, not a volume to talk past on pickup day.
Ongoing overflow is a rented cart. The city writes: “If your garbage does not fit into your green roll-out cart, you must rent a brown garbage cart (limit of 2) for your additional garbage.” That second cart is rented from the city. It is not a 704junk cart. For a one-off, the same page offers a courtesy collection of extra bags when a resident calls the city's Customer Care Center 24 hours ahead, up to five transparent bags, and its published holiday window allows extra bags with no call well past New Year's Day.
How the garbage has to sit in that cart, in the city's words: “All garbage must be in tied plastic bags and fit within the roll-out cart with the lid closed.” An extra bag left out without that call is not a near-miss. Concord's Solid Waste department puts it this way: “Bags that are placed outside of the garbage roll-out cart will not be picked up and will result in code enforcement action.”
The city states the one-cart case flatly. Concord's Solid Waste department puts it this way: “Residents who recycle will find one garbage cart adequate.” Ordinary household garbage that fits the green cart with the lid closed is the city's. A Concord resident does not need us for that. A cleanout, a garage pile, or a load that is not bagged garbage in a roll-out cart is a different job.

Concord's own Solid Waste truck takes furniture, appliances, scrap metal, and construction or demolition debris, free, as a bi-weekly bulky service, up to 10 cubic yards of regular bulky total, or 6 cubic yards of regular bulky plus 4 cubic yards of construction debris. Tires and carpet ride that same truck, but only 2 times per calendar year and only from single-family residential properties. Most Concord residents do not need us for that ordinary bulky pickup. We are one option over that ceiling, off that cadence, past those twice-a-year caps, or when the item has to come out of the house instead of being dismantled and dragged to the curb.
Anything totally or partially encased in concrete is not collected at any weight, and the city page caps an individual item at 65 pounds, with an exception for items that roll to the truck, such as mowers and refrigerators. Carpet is collected only twice per calendar year, and only from single-family residential properties, and only if it is rolled and tied into rolls 6 feet or less, with each roll under 65 pounds. Tires carry the same twice-a-year, single-family cap, plus a maximum of 8 car- or pickup-sized tires per collection, rims removed, and businesses do not qualify. Construction and demolition debris must not exceed 4 cubic yards, and individual bags or boxes of it are limited to 35 pounds; above 4 cubic yards the city routes the load to a paid roll-off container service instead of the free bulky truck. Scrap metal itself is broad — bicycles, tools, wheelbarrows, rims with the tires off, old mowers and large metal items are all on the city's list — and only its trailing catch-all for other metal items carries the no-lift-equipment qualifier, with the dismantling and 65-pound rules still applying. The resident has to dismantle items two people cannot carry and place them curbside. Those are city rules from the pages quoted above, not a 704junk policy.
